Buu turns the townspeople into candy, sucks them in, and eats them. The town's subsequent destruction is not counted again as the deaths of the same number of people.
This is covered by the same wish to Porunga to revive everyone who had died since Babidi came to Earth except those who were extremely evil. The record covers the eligible victims from the town whose residents were turned into candy in Chapter 470, without asserting that every resident qualified or establishing their number. Each town, the elimination force, and the shooting town are separate death groups, and this group is also distinct from the later Human Extinction Attack, the victims eaten at the Lookout, and those killed when Earth was destroyed.
